Pastor Billy Marshall Biography

While on a trip to visit his Aunt in New York City, at the age of 16, Pastor Marshall was filled with the Holy Spirit at an Ever Increasing Faith Crusade at Madison Square Garden. This was especially exciting to him because he longed to receive the infilling of the Holy Spirit and what better place to receive than under his spiritual mentor Dr. Frederick K.C. Price who he watched faithfully on television. After moving to New York City from his hometown of Columbus, OH, Pastor Marshall attended the Brooklyn Tabernacle Deliverance Center and was enrolled in their Community Bible Institute (CBI) to further his study of the Word of God. Pastor Marshall also met his future wife Paula Lucius at the Brooklyn Tabernacle Deliverance Center. Their friendship blossomed, and they became husband and wife. In their union, they welcomed their daughter, Victoria.

In 2001, Pastor Marshall recalls an earlier encounter he had with the Lord at the age of 16 regarding divine direction and his “calling”. Only years later did the Lord audibly speak to Minister Marshall concerning their earlier encounter. When the Lord said to him, “It is time,” Minister Marshall knew that his next transition to a household of faith would be under the teaching ministry of Dr. Price. From 2001-2014, Minister Marshall and his wife Paula, attended Crenshaw Christian Center East in New York City. During those years, Minister Marshall studied at the Rhema Correspondence Bible School.

In 2014 a succession of events intensified Minister Marshall’s functioning towards what he knew God called him to do: teach the Word of God. This intense pull towards full time ministry resulted in his launching a weekly Bible study under the sponsorship of “Overflow Christian Center”. On July 26, 2015, Minister Marshall was Ordained the Pastor of Overflow Christian Center by Apostle Frederick K.C. Price and Frederick K. Price.
